Pakistan's Aid History
After 9/11, Pakistan fought a war of survival in which
it had to bypass many, if not all, international laws.
If we brush aside the country's past history of
bowing down to American dollars, we can say that it
was because of the tough options at hands which
made her submit to the American pressure.
The options from the United States were short
and simple; Friends or Foes. Pakistan had no other choice
but to bow down and accept US aid.
Taliban efforts to gain Pakistan's support
Before the American invasion of Afghanistan a high level Taliban delegation visited the then President Pervaiz Musharraf. Rustam Shah Mohmand (Pakistan's former ambassador to Afghanistan)was serving at the foreign office in Islamabad at that time. Mr.Shah was privy to the discussion between Musharraf and the Taliban delegation. According to Shah, Musharraf assured the delegation that Pakistan would never abandon the Taliban. To which some Taliban members became so excited that they stood up and embraced the President and praised him in the middle of the meeting.
What happened next, was exactly the opposite.
Following that Musharraf became an important ally in Bush's war against terror. He arrested many militants and, as he mentions in his book, sold them to the Americans for a lot of money. This helped in creating a soft corner with the Americans.
Taliban's Defeat and a Resurgence
When the Americans took over Afghanistan they establish a brief period of calm. Shortly after that period of calm, the resurgence and regrouping of Taliban militants followed. The Allied force started receiving the initial blow backs which increased the toll on their forces, with time.
The insurgency was mainly taking hold in the southern provinces of Afghanistan, bordering Pakistan. The provinces of Khost and Paktia were prominent. These two provinces are linked through Ghulam Khan to the federally administered North Waziristan Agency of Pakistan and are said to be dominated by the Haqqani Network.
Pakistan's New Task and The Double Game
Following these new developments American Generals ordered Musharraf to cleanse the Tribal areas of Taliban remnants, which the Americans rightly believed were responsible for the heavy toll on their forces across the border. Doing so could have left Pakistan at the mercy of hostile forces in Afghanistan, which the Taliban were fighting. While on the other hand Musharraf could not risk any issues with its foreign backers who were sending in a lot of money and giving him a legitimacy to rule as a dictator. As a result the Pakistani state had no option but to fight a double war/game.
Part of which was to convince the world that Pakistan was fighting terror and is its victim too. For that to happen it had to secretly support Afghan Taliban and at the same time take action against them to create a show for the local public and the world. The various security agencies owned by the state, actively started working for this purpose. Some of which fully supported the U.S war on terror while others, known as the rogue elements, were supporting the militants. One agency would hire spies and after sometime another would disclose its names to the militants. Because of this many govt informers were slaughtered by the militants, after getting caught. In some videos of their execution the spies stressed that no one knew what they were doing, not even their wives they were left wondering how the militants got hold of them. As the activities of the Taliban increased it became more sophisticated and deadly. For the first time militants in Afghanistan started using suicide bombings against their enemies. The phenomenon was new and lethal and the allied forces had no strategy against it.
